How does the re-entry process work?

I am confused how the  Coyotes can call up certain players and send them down repeatedly, but with Prucha, he has to pass reentry waivers in order to get back to the team... Does everyone have to pass these waivers or are some players exempt? Is it based on the amount of games from the previous year? I tried looking it up but couldnt find any info on the process. I believe I remember hearing that some players are protected and others are not, but I'm not sure if that had to do with an expansion draft or something. It just seems that they planned on Prucha being away the remainder of the year, and it seems most likely for good the way things have played out, why else would they send him down knowing he had very little shot of being called up and playing again for the Coyotes? Are they simply holding onto him down there for an inevitable trade, knowing he would probably increase his value by showing up lesser talent?
